Bank Keshavarzi is a specialized state bank focused on agricultural lending, not a central bank — it has no note-issuing authority under Iranian law. The Rial has been issued exclusively by Bank Markazi (the Central Bank of Iran) since 1961. A five-million Rial instrument from this institution in 2000 would almost certainly be a bearer check (cheque-ye tazmini) or a guaranteed bank draft, not a banknote in any strict sense, which explains the absence of a Pick catalog number.
These high-denomination instruments circulated widely in Iran during the late 1990s and 2000s as a practical response to inflation, filling the gap left by the central bank's reluctance to print notes above 50,000 Rials at the time.
