Bolivia's 1986 monetary reform replaced the collapsed peso boliviano — which had suffered one of the worst hyperinflationary episodes in Latin American history, peaking at over 20,000% annual inflation in 1985 — with the new boliviano at a conversion rate of one million to one. This note was among the first series issued under that reform, printed by Canadian Bank Note Company as part of a transitional package intended to restore basic confidence in paper currency.
The CBN Ottawa contract was a deliberate choice of distance from local political interference — a quiet signal that the new currency's production was beyond domestic reach.
