Carlos Finlay was Cuban, not Panamanian — his appearance on a Panamanian coin reflects the broader Central American claim to his work identifying the mosquito as the vector for yellow fever, a discovery that made the Panama Canal project survivable. Without the subsequent mosquito eradication campaign it enabled, the French failure at the canal would likely have repeated itself under American administration.
