Oued-El-Alleug is a small agricultural commune in the Mitidja plain west of Algiers, and in 1916 it was doing what dozens of Algerian municipalities were forced to do: printing its own emergency fractional currency on cardboard because the war had drained metropolitan France of its small-change coinage. The Banque de l'Algérie's centime coins had effectively vanished from circulation by 1915, hoarded or melted, and local councils stepped into the void with whatever a nearby printer could produce.
J. Vernet's press in Boufarik handled several commune issues in this region. The official stamp served as the primary authentication — without it, the cardboard rectangle had no standing at all.
