Air Force Recreation Services scrip was issued for use in on-base facilities — clubs, mess halls, snack bars — where cash transactions were restricted or discouraged as a matter of base security policy. The military scrip programs run by individual service branches differed from the better-known Military Payment Certificates issued by the Department of Defense; these were purely internal, low-denomination tokens of account never intended to leave the installation.
Orange paper was used deliberately to distinguish denominations at a glance during fast-moving counter transactions. A sensible choice for a 5-cent piece that would otherwise vanish among higher values.
