Macedonia issued this coin as part of the United Nations Food and Agriculture Organization's ongoing campaign to promote agricultural awareness through circulating coinage — a program that had been placing FAO-themed pieces into everyday commerce across dozens of countries since the late 1960s. For Macedonia specifically, the timing mattered: the country had declared independence from Yugoslavia in 1991 and was still navigating an internationally awkward existence, blocked from UN membership under its constitutional name due to Greek objections over the "Macedonia" designation.
The National Bank had only been established in 1992, making this among the earliest substantive coin series issued under genuine Macedonian monetary authority.
