The Central Bank of Liberia has issued multiple overlapping series of the 5 Dollar note, and P#31 falls within a period of chronic currency shortages that have plagued the country intermittently since the civil war years. By 2016–2017, Liberia operated a dual-currency economy in practice, with US dollars and Liberian dollars circulating side by side — the CBL's own notes often treated with skepticism by traders who preferred the American equivalent.
