Niue's commemorative program in the late 1980s and early 1990s was essentially a licensing operation — the island's government generated revenue by authorizing foreign minting houses to produce coins under Niue's sovereignty for international collector markets. This Eisenhower piece had no circulation purpose whatsoever on the island.

Eisenhower died in March 1969, the same year his own dollar coin entered production in the United States — a series he never lived to see struck.
