Rommel's appearance on a Belizean commemorative requires some explanation: this is one of dozens of "world leader" and military figure issues produced for small Caribbean and Pacific nations in the early 1990s by European coin wholesalers, who licensed the designs and paid the issuing authority a flat fee for the right to strike coins under their sovereign imprimatur. Belize had no particular connection to Rommel or the North African campaign.
The arrangement was entirely commercial — the Central Bank received hard currency, the wholesaler sold coins to European collectors, and the "issuing nation" was largely nominal.
