The Royal Tern issue belongs to a wave of wildlife-themed proofs the British Virgin Islands produced throughout the late 1970s and early 1980s, largely aimed at the collector market rather than circulation. The BVI gained limited internal self-governance in 1967 and began issuing its own coinage in 1973 — but the territory's small population meant the Franklin Mint and similar contractors effectively drove the numismatic program, producing low-mintage proofs that funded government revenue without requiring a functioning retail coin economy.
