Palau's late-1990s novelty series capitalized on a formula perfected by several small Pacific island nations: lease the mint authority to a European producer, attach a familiar foreign design, and sell directly to collectors who will never spend the coin. This piece pairs a Prussian 5 Mark type with a Palauan legal-tender denomination — a combination that has no historical, political, or monetary connection whatsoever between the two states.
KM#17 was struck by the German firm B.H. Mayer, which handled much of Palau's collector output during this period.
