| 背面描述 | Bare-headed right-facing portrait bust of Kaiser Wilhelm II, German Emperor and King of Prussia, modeled after the effigy used on the Prussian 5 Mark coinage of 1891-1908. The bust is rendered in fine relief against a mirror-polished field. The circular legend WILHELM II DEUTSCHER KAISER KONIG V. PREUSSEN surrounds the portrait, punctuated by raised dots, with the commemorative date 1899 appearing in the lower exergual area flanked by raised dots. |

Palau's late-1990s novelty series capitalized on a formula perfected by several small Pacific island nations: lease the mint authority to a European producer, attach a familiar foreign design, and sell directly to collectors who will never spend the coin. This piece pairs a Prussian 5 Mark type with a Palauan legal-tender denomination — a combination that has no historical, political, or monetary connection whatsoever between the two states.
KM#17 was struck by the German firm B.H. Mayer, which handled much of Palau's collector output during this period.
