Part of a two-coin set requiring both pieces to complete the snowman figure, this issue was produced by the New Zealand Mint on behalf of Kiribati, whose government has long licensed its sovereignty for novelty and themed collector coinage with no domestic circulation intent. The black zirconia stones serve as the buttons on the snowman's body — functional only when the companion head coin is paired alongside it.
