The Northern Mariana Islands, a U.S. commonwealth since 1978, have no independent monetary authority and issue no circulating coinage — these gold pieces are purely a licensing arrangement, produced by private mints exploiting the territory's nominal status to attach a face value to bullion items. The Vatican subject matter has no administrative connection to the issuing territory whatsoever.
Collector scrutiny of this series is warranted: face value bears no relationship to intrinsic or market value, and the "issuer" exercised no meaningful control over production.
