The Banque Liègeoise et Caisse d'Épargnes was one of several provincial Belgian credit institutions operating in the uneasy years following independence from the Netherlands in 1830. Belgium's national bank, the Société Générale, held a privileged position in Brussels, which pushed regional issuers like the Banque Liègeoise into a secondary role — locally trusted but perpetually competing for legitimacy against better-capitalized rivals.

Harang, who worked under the professional name Cabasson, was a Liège-based engraver active in the 1830s commercial printing trade. Massey's involvement in the intaglio work places this note firmly in the artisan workshop tradition of the period, before industrial security printing consolidated the industry. Pick 34 is rarely encountered in any condition.
