Banco de Kamberra is a private fantasy issuer with no governmental authority — these notes are not legal tender anywhere and were produced as collector or novelty items. The "Numisma" denomination is entirely invented. Jean Moulin, the French Resistance leader executed by the Gestapo in 1943, is a curious choice of subject for a privately issued fantasy note from an entity with no plausible connection to French history.
The dry stamp is the only security feature, which tells you everything about the intended use.
