Banco de Kamberra is a private fantasy note issuer, not a sovereign central bank — "Kamberra" corresponds to no recognized state or territory. These pieces are produced as collectible novelty items, sometimes marketed under the framing of "artistic banknotes," and carry no monetary status anywhere. The 2012 London Olympics theme places this squarely in a wave of similar commemorative fantasy issues that flooded the collector market around that time.
