Montenegro's Main State Treasury issued this note in 1914 under extraordinary pressure — the country was simultaneously fighting the Second Balkan War's aftermath and mobilizing for what would become the First World War. The perpera itself had only existed since 1906, replacing the Austrian-influenced groschen system when Montenegro formalized its own monetary identity after achieving international recognition.
The 2014 date in the catalog data almost certainly reflects a centenary commemorative reissue, a practice the Montenegrin postal and numismatic services have used to mark significant historical anniversaries. The original 1914 printing was a domestic emergency issue — Montenegro lacked a central bank, which is precisely why the State Treasury rather than any banking institution held the authority to emit currency.
