Below this block appear multiple manuscript signatures identified by their titles: Ministro del Tesoro and Miembros de la Junta de Emisión, with the date Bogotá, Octubre 30 de 1899 inscribed at the foot. |

Banco Popular was one of several short-lived private banks chartered in Colombia following the 1871 banking reform that briefly liberalized note-issuing privileges. Most of these institutions collapsed or were absorbed within a decade, and their paper survived in tiny quantities — the notes rarely circulated far beyond the issuing region before redemption or failure ended them.
Colombian private bank issues of this period are among the least-documented in South American notaphily. Attribution of specific print runs to particular commercial printers remains incomplete for most of the series, and P#S658 is no exception.
