Negros Oriental was one of several Philippine provinces that established emergency currency committees following the Japanese invasion of late 1941. The occupying forces' military pesos were distrusted, and local governments scrambled to issue their own provisional notes to keep commerce moving. Negros Oriental's series was among the more orderly of these provincial efforts, backed loosely by provincial funds and commodity reserves.
P#S658 is part of a wartime emergency issue that was explicitly temporary — most provincial notes were demonetized or simply abandoned as Japanese control tightened across the Visayas.
