La Rioja's provincial quasi-currency emerged from the same fiscal desperation that drove a dozen Argentine provinces to issue their own scrip during the 2001–2002 convertibility collapse. These notes — formally called Bonos de Cancelación de Deuda — circulated alongside federal pesos when cash became nearly impossible to obtain, accepted by provincial employers and local merchants by necessity rather than choice. Ciccone Calcografía, the Buenos Aires intaglio house responsible for much of Argentina's official federal printing, produced the series, which lent it a degree of physical credibility the underlying fiscal situation did not quite warrant.

Maza would later serve multiple gubernatorial terms; his signature here dates from his first.
