Cuba's 1986 hard-currency commemorative program was explicitly designed to generate foreign exchange, not to circulate domestically. These silver pieces were sold through state-run Numismática Cubana outlets and international coin dealers while ordinary Cubans were legally prohibited from holding convertible currency altogether — a prohibition that remained in force until 1993.
