Cuba's hard-currency commemorative program of the 1980s was explicitly designed to generate foreign exchange, not domestic circulation. These coins were sold through Cubacoin S.A. to collectors abroad while Cuban citizens used pesos convertibles for daily transactions — the silver never touched the island's internal economy in any meaningful way.

The 1986 Winter Sports subset sat within a broader Olympic series timed to the Seoul and Calgary games cycle. Calgary 1988 provided the nominal pretext; the revenue motive did the actual work.
