The Përlimtaria e Shkodrës issued this note during a period of acute monetary vacuum in northern Albania. Following World War I and the withdrawal of occupying forces, no functioning central authority existed capable of supplying currency to the region — so Shkodër's municipal treasury did it themselves. These hyper-local emissions were a practical fix, not a political statement.
The qindtar denominations were the smallest in the series, intended for everyday market transactions in a city whose commercial life ran on fractions. Municipal paper of this type rarely survived use in any quantity.
