The State Bank's 5-rouble issues of this period circulated under the convertibility regime established by Finance Minister Vyshnegradsky, who was aggressively rebuilding gold reserves in preparation for what would eventually become the Witte reform of 1897. Notes like this one were technically credit instruments — obligations of the State Bank redeemable in silver — not yet fully gold-backed, which placed them in an awkward transitional category that the bank itself was eager to move past.
