Pakistan's earliest paper currency was issued before the country had any domestic printing infrastructure whatsoever. The Government of Pakistan contracted the Security Printing and Minting Corporation of India — the former colonial printer, now belonging to a neighboring state with which Pakistan was already in territorial dispute — to produce its first banknotes. The arrangement was a practical necessity born of Partition's speed: Pakistan simply had no facilities of its own in 1947–48.
The irony of a newly sovereign state printing its founding currency in India was not lost on Pakistani administrators, and the arrangement was ended as quickly as possible.
