The Junta da Fazenda Pública — the Public Treasury Board — was the fiscal authority governing Portuguese India, operating out of Goa. Notes issued under its authority were instruments of colonial administration rather than products of a formal central bank, and the 1882 series reflects that: issued against state revenues rather than banking reserves, they circulated within a tight geographic and commercial corridor dominated by trade between Goa, Daman, and Diu.

The P#ANL designation indicates this note has not yet been fully catalogued in the Pick system — surviving examples are rare enough that standard reference data remains incomplete.
