Bank Indonesia's fractional sen notes of 1964 were printed domestically at Percetakan Kebayoran — one of the few periods in Indonesian monetary history when the government avoided foreign printing houses entirely for low-denomination issues. By 1964, Indonesia's economy was deteriorating sharply under Sukarno's Guided Economy policies, with inflation eroding the real value of small denominations almost immediately upon issue. A 5 sen note was functionally worthless within years.
P#91 is accordingly common in unissued condition but genuinely difficult to find with honest circulation wear — most reached the public too late to matter.
