Banco Nacional del Perú was a private commercial bank, not a state institution, and this note's Iquique branch designation reflects the bank's operations in what was then Peruvian territory — Iquique fell to Chilean forces in 1879 during the War of the Pacific and was formally ceded to Chile under the 1884 Treaty of Ancón. Any note issued from that branch belongs to a very narrow window before the occupation effectively ended Peruvian banking activity there.
The American Bank Note Company printing is unsurprising for Peruvian private bank issues of this period — New York was the dominant supplier. What matters here is the geography: a Peruvian-issued note for a city that ceased to be Peruvian.
