Giesecke+Devrient had supplied Iraqi banknotes since the post-Saddam reconstruction period, and the Leipzig plant's experience with hybrid substrates — combining a polymer core with paper-like outer layers — gave the Central Bank of Iraq a cost-effective middle path between full polymer and conventional cotton paper.
