Afghanistan's Ministry of Finance issued this note directly rather than through a central bank — Da Afghanistan Bank wasn't established until 1939, so the Ministry handled paper currency issuance throughout the 1930s. Orell Füssli, the Zurich security printer with an unbroken history stretching back to the sixteenth century, produced the series at a time when Afghanistan was actively modernizing its financial infrastructure under Nadir Shah's successors.
Pick 19 is among the scarcer Ministry-era issues. The 1936 emission predates the institutional overhaul by only three years, and surviving examples suggest limited print runs rather than heavy circulation redemption.
