The Khalq ("masses") party seized power in April 1978 in what became known as the Saur Revolution, and this note was among the first currency issued under the new People's Democratic Party government. Goznak's involvement was no accident — Soviet printing infrastructure and Soviet political sponsorship were tightly linked from the start of the PDPA's time in power.

The Soviet invasion followed in December 1979, by which point these notes were already in circulation. P#54 is occasionally found with quite heavy use, reflecting the inflationary pressures and economic disruption that characterized even the earliest months of the Khalq period.
