The Hulp- en Voedingskomiteit — the Aid and Food Committee — was a Belgian local relief organization operating under the broader framework of German-occupied Belgium during the First World War. National currency had effectively seized up in many municipalities, and local committees like Hoboken's issued their own small-denomination paper to keep everyday transactions functioning. Hoboken, then still a separate municipality southwest of Antwerp, printed notes at the low end of the denomination scale precisely because bread, coal, and rationed goods were the primary use case.
These hyperlocal issues were produced in enormous variety and almost no standardization — validity was often restricted to the issuing commune, and redemption after the Armistice was inconsistent at best.
