Produced locally in Tunis during a period when small-denomination metallic currency had effectively disappeared from circulation — hoarded, exported, or melted — this emergency fractional issue filled a genuine gap rather than a bureaucratic one. The Direction Générale des Finances, not the Banque de l'Algérie which handled larger denominations, took responsibility for these low-value notes, which says something about how improvised the arrangement was.
Weber designed and engraved the plate himself, an unusual consolidation of roles pointing to the limited resources available locally. Yvorra, Barlier et Clavé were a Tunis commercial printing house — not a security printer — and the official stamp was the primary safeguard against counterfeiting.
