The Régence de Tunis small-denomination fractional notes of 1921 were a direct response to the acute coin shortage that plagued French North Africa in the early 1920s — metal coinage had been disrupted during the First World War and recovery was slow. These emergency paper fractions were never intended as permanent currency instruments.

Pick 51 is among the more elusive of the Tunisian fractional issues. Low face value meant heavy handling and rapid deterioration in circulation, and few were ever formally saved.
