The Chambre de Commerce de Troyes issued emergency small-denomination notes during the First World War, when the withdrawal of coin from circulation — driven by hoarding and the metal demands of wartime industry — left provincial commerce effectively unable to make change. These chambres de commerce notes were a nationwide French response: over 550 local authorities produced their own papier-monnaie between roughly 1914 and 1924, each series sanctioned by the Ministry of Finance but designed and printed under local arrangements.
The JP# reference covering multiple suffix numbers indicates this 50 centimes denomination was reissued across several dated tranches, which is typical of Troyes issues where the design plate was retained but emission dates changed.
