The Congo Free State was not a nation but a private estate — Léopold II's personal property, administered through a corporate shell and financed in part through the coinage he authorized for it. Brussels struck these pieces not for a sovereign government but for a king operating a territory roughly the size of Western Europe as his own commercial enterprise, one that would eventually be exposed for systematic mutilation and murder of Congolese laborers failing rubber quotas.
Monetary circulation in the Free State was thin in practice; most extraction-economy transactions operated through coercion rather than coin. Surviving examples saw limited actual use in the Congo itself.
