The Board of Commissioners of Currency Singapore was a statutory body established in 1967, separate from any central bank, and it held sole responsibility for currency issuance until it was absorbed into the Monetary Authority of Singapore in October 2002. This note falls within the final years of that arrangement — the BCCS ceased to exist as an issuing authority midway through this series' circulation life, which is why later issues carry MAS branding instead.
The two signatures reflect a transition in economic stewardship: Hu Tsu Tau as chairman and Lee Hsien Loong as deputy prime minister and minister for finance. Lee's signature appears on relatively few Singapore notes before his responsibilities shifted.
