Issued in 1919 during the chaotic interregnum following the collapse of Austria-Hungary, this note represents a hyperlocal solution to an acute small-change shortage. The Hungarian fillér coinage had effectively vanished from circulation, and municipal authorities across the former empire improvised emergency paper substitutes — Timișoara's city treasury among them. The denomination is spelled "Fileri," a Romanian phonetic adaptation of the Hungarian "fillér," which itself reflects the city's transitional status: claimed by Romania in November 1918 but not formally assigned by the Paris Peace Conference until 1920.
Lith. Csendes was a local Timișoara printing firm, making this genuinely a product of the city it served.
