Monaco has not issued its own paper banknotes since adopting the euro alongside France in 2002. A 2014 paper note denominated in francs — a currency Monaco abandoned decades earlier — is almost certainly a fantasy or novelty item, not a legitimate monetary issue. The Principality never had an independent central bank empowered to issue franc-denominated currency; its monetary arrangements were always governed by successive conventions with France.

Matej Gabris is a Slovak designer known for producing unlicensed "souvenir" and collector fantasy notes for various jurisdictions. That credit here is telling.
