The Derzhavna Skarbnytsya — the State Treasury of the Ukrainian People's Republic — issued this note during one of the most turbulent years in Ukrainian political history. The UPR was fighting for survival on multiple fronts simultaneously: German and Austro-Hungarian occupation forces nominally allied but exercising real control, Bolshevik forces pressing from the east, and the Hetmanate coup of April 1918 that overthrew the Central Rada entirely. Treasury notes from this period were produced under conditions of near-constant institutional collapse.
Pick 12 belongs to the broader 1918 Skarbnytsya series, the notes of which circulated alongside German occupation currency and were frequently distrusted by a population that had seen multiple issuing authorities come and go within months. Surviving examples often show heavy fold wear — these moved through hands quickly.
