Issued the year after Heydar Aliyev's death in December 2003, this commemorative was part of a broader state program to cement his image as the foundational figure of post-Soviet Azerbaijani statehood. Aliyev had ruled Azerbaijan twice — first as First Secretary of the Soviet-era Azerbaijani SSR from 1969, and again as President from 1993 until his son Ilham assumed power following his death.
The 28.28g / 38.61mm specification places it squarely in the Crown-sized commemorative format adopted widely by former Soviet republics working with the British Royal Mint and Pobjoy during the 1990s and 2000s — Azerbaijan used this standard repeatedly across its commemorative program.
