Banco de Kamberra is a private fantasy issuer producing artisticly themed notes with no monetary authority behind them. The "Numisma" denomination exists nowhere in any sovereign monetary system. This is a novelty or art piece, not a banknote in any functional or legal sense — there is no state, central bank, or currency called Numisma that these purport to represent.
Dry stamp is the sole listed security feature, which says everything about the intent here.
