The inclusion of Philippine abacá fiber in the paper substrate is a deliberate policy choice, not an incidental one — abacá cultivation in Mindanao and the Visayas is a significant agricultural industry, and its integration into banknote production has been a feature of Philippine currency paper since the mid-twentieth century. The 20% abacá content gives the note a subtly distinct hand feel compared to pure cotton currency paper.

The BSP's Security Plant Complex has printed Philippine banknotes in-house since 1978, one of the relatively few central banks in Southeast Asia that controls its own production end-to-end.
