The State Bank's 1895 series represented a period of serious monetary reform under Finance Minister Sergei Witte, who was driving Russia toward the gold standard — achieved formally in 1897. These notes were part of the transitional apparatus: still technically credit notes redeemable in metal, but increasingly treated as permanent circulating currency rather than bank receipts.
The watermark on this series is integrated into the paper itself at manufacture rather than applied as a secondary security measure, a distinction that mattered considerably when counterfeiting in the empire was becoming a state-level concern in the 1890s.
