Not a historical artifact but a modern fantasy piece — the "50 Sestertius Scipio Africanus" is a privately produced novelty banknote with no issuing authority, no legal tender status, and no connection to the Roman monetary system or any legitimate numismatic body. The sestertius was a bronze coin denomination, never a paper currency; Rome had no paper money. The watermark is decorative, not regulatory.
These items circulate in the gift and collectibles market, occasionally misrepresented in online sales as commemorative issues. Worth noting for what it is not.
