This issue was part of Israel's first gold coin program, authorized under the Bank of Israel Law and struck at the Utrecht Mint in the Netherlands — Israel lacked domestic facilities capable of producing gold coinage at the time. The series was sold directly to collectors and never intended for general circulation, which explains why surviving examples almost universally appear in pristine condition.
