Vanuatu has made something of a commercial enterprise out of issuing silver collector pieces bearing the likenesses of foreign heads of state — a practice that generates export revenue while carrying no political weight domestically. This piece was struck in 2009, the year of Obama's first inauguration, and was almost certainly produced by a European contract mint rather than any facility in Port Vila, which has no minting infrastructure of its own.

These issues are World Mint-style numismatic products aimed squarely at the souvenir and novelty collector market, not at circulation.
