Togo's participation in the late-1990s and early-2000s wave of African wildlife bullion and collector issues was largely brokered through licensing arrangements with European minting houses, not driven by domestic monetary policy. The country was a member of the West African CFA franc zone, meaning these pieces carried a nominal face value in a currency Togo did not itself control — the BCEAO issued the circulating coinage.
KM#29 is one of several animal-themed issues struck for the collector market rather than circulation, with distribution handled almost entirely through European dealers.
