Romania's post-Ceaușescu transition produced a cluttered monetary sequence, and this 1991 500 Lei sits in the middle of it — printed domestically after decades of relying on foreign presses, a deliberate assertion of institutional independence following the December 1989 revolution. Ion-Octavian Penda was among the Romanian designers brought in as the Banca Națională moved to rebuild its note-issuing program under new political conditions.
Inflation would make this denomination nearly worthless within a few years. By 1999, Romania had issued a 500,000 Lei note.
